Joint Comprehensive Plan
In accordance with the Georgia Planning Act, the City of Madison prepares a 10-yr comprehensive plan and 5-yr partial update.
The Joint Comprehensive Plan 2025: Morgan County, Georgia, and City of Bostwick, Town of Buckhead, City of Madison, and City of Rutledge (2004) was adopted by all jurisdictions (Madison, effective October 11, 2004) and supersedes the 1994 plan. The plan features an updated profile of population, economy, natural and historic resources, community facilities and services, housing, land use, and intergovernmental cooperation.
In accordance with the Georgia Development Impact Fee Act (DIFA), the City of Madison also prepares and submits an annual report to update the Capital Improvements Element, providing a financial report as well as a schedule of improvements (aka STWP) regarding the collection of impact fees. The Mayor and City Council use this requirement as an annual opportunity to review progress of the Short Term Work Program.
