The Mayor may convene the City Council whenever in his opinion the public business requires it. Three members of the City Council constitute a quorum. The City Clerk is responsible for providing requisite public notice.
All City Council meetings are public meetings which the public may attend and observe. Where the agenda includes a public hearing or opportunity for public comment, citizens will be provided an opportunity to speak. Work Sessions do not include public hearings or public comment. Regular and Called meetings include a general public comment period and may include public hearings and public comment on a specific topic. Speakers should wait to be acknowledged by the Mayor. NOTE: Point of Order is a parliamentary action reserved to the meeting body (i.e. members of Mayor & Council) and may not be called by a member of the public.
